On-Scene Controller

Participants will learn how to effectively fulfill the role of On-Scene Controller (OSC) or Incident Commander at an emergency site, while meeting applicable legislation including the Canadian Aviation Regulations (CARs).

Course Desription

The purpose of an On-Scene Controller is three-fold; protection of life, protection of property and protection of environment. This two-day course provides education for those who, in the event of an incident, will be required to take on the role of On-Scene Controller or Incident Commander. Participants in the course will learn essential information through both classroom presentations and hands-on exercises, covering a wide range of subjects set out in CARs requirements under Section 302.

Global Reporting Format (GRF)

Course Objective

The purpose of the Global Reporting Format (GRF) course is to provide education to airport staff with roles directly involved in surface condition reporting.

Learning Outcomes

  • Understanding of the Global Reporting Format in Canada
  • Knowledge of reporting criteria for Aircraft Movement Surface Condition Report (AMSCR)
  • Knowledge of Runway Condition Assessment Matrix Components (RCAM)

The purpose of this course is to introduce and explain the forthcoming Canadian implementation of the International Civil Aviation Organization (ICAO) Global Reporting Format (GRF) for runway condition reporting. The Canadian implementation of GRF is based on the Take-off and Landing Performance Assessment (TALPA) methodology, which was developed by the United States Federal Aviation Administration (FAA).
